No estimate? They don't care! They don't belong in our waters. Let someone else plug the leak. Also subsidize recovered oil. Not oil uselessly burned or recovered elsewhere with the risk of more spills. Let them complain who difficult it is to recover leaking oil, they won't get funds for starting over new.
