Western governors unveil 10-year energy ‘vision’
San Francisco Chronicle : June 30, 2013

Summary:  The Western Governors Association recently announced a 10-year energy ‘vision’ for the western region of the United States. The proposal, which is supported by governors from 19 western states as well as American Samoa, Northern Mariana Islands and Guam, calls for reducing greenhouse gas emissions, protecting wildlife, and promoting technologies that decrease water demand and increase energy efficiency.

Unfortunately, the plan—which advocates for increases in domestic oil production—also threatens to undercut environmental protections by shearing the review and permitting process for energy and transmission projects down to three years. "Generally speaking, that is a bad idea," said Earthjustice managing attorney Heidi McIntosh. "Today more than ever, projects carry with them some time-significant environmental costs to wildlife, water and other resources such as cultural resources. It takes time to look at those impacts carefully, and it requires expertise and oversight."
