Regina Hsu is a senior attorney in Earthjustice’s California Regional Office, where she works on the Right to Zero campaign. Regina primarily works to accelerate transportation electrification in California and nationwide. Much of her work centers on electrifying the goods movement industry and reducing pollution at the San Pedro Bay Ports, the largest port complex in the United States and single largest stationary source of pollution in the Los Angeles region.

Prior to joining Earthjustice, Regina was an attorney-advisor with the National Oceanic and Atmospheric Administration’s Office of General Counsel where she worked on regulatory issues relating to national marine sanctuaries and fishery management. Regina also assisted foreign countries in drafting fisheries legislation and participated in international negotiations on seabed mining.

She received her J.D. from New York University School of Law. During law school, Regina worked at the United Nations International Law Commission and as a summer law clerk with the Sierra Club’s Environmental Law Program. She also represented families in state administrative proceedings and before the New York City Family Court through NYU’s Family Defense Clinic. Before law school, Regina worked as a policy researcher in Washington, D.C. She holds a Master of Public Policy from Georgetown University and a B.A. in International Relations-History from Wellesley College.
