Document: California Public Utilities Judge Proposes To Deny Approval for Large Gas Plant in Carlsbad, CA

An Administrative Law Judge at the California Public Utilities Commission (CPUC) issued a proposed decision rejecting San Diego Gas & Electric (SDG&E) proposal to build a $2 billion gas plant, known as Carlsbad.
