Ben Chagnon is senior counsel for Strategic Legal Advocacy at Earthjustice. He is an appellate and administrative law expert who helps Earthjustice attorneys navigate the emerging challenges of litigating environmental cases in today’s federal and state courts. He focuses on cross-cutting doctrinal issues, including questions of justiciability and jurisdiction, the scope of federal power, and judicial review of agency action.

Before joining Earthjustice, Ben was part of Orrick’s Supreme Court and Appellate group. At Orrick, he filed dozens of briefs in state and federal courts, at both the trial and appellate levels. That work included a number of certiorari- and merits-stage briefs in the U.S. Supreme Court, including on issues relating to immigration, veterans benefits, and administrative law.

Ben clerked for Judge Judith W. Rogers of the U.S. Court of Appeals for the District of Columbia Circuit and Judge David F. Hamilton of U.S. Court of Appeals for the Seventh Circuit. He received degrees in economics and political science from Brown University and his law degree from Stanford Law School.
