Harley M. Broyles is an associate attorney with the Mid-Pacific regional office in Honolulu.

Prior to joining Earthjustice, Harley served as a law clerk for the Honorable Sabrina S. McKenna, Associate Justice of the Hawaiʻi Supreme Court, and for the Honorable Kenneth J. Mansfield, Chief Magistrate Judge for the United States Federal District Court for the District of Hawaiʻi. Harley also served as a research assistant for Ka Huli Ao Center for Native Hawaiian Excellence. During law school, Harley interned with the Honolulu Office of the Public Defender and worked as a summer law clerk for the Native Hawaiian Legal Corporation. Harley also received the Hoenig Fellowship for Mediation and alternative Dispute Resolution and worked in the Family Court of the Oʻahu First Circuit.

Harley is a graduate of the William S. Richardson School of Law and received undergraduate degrees in Sociology, Political Science, and Administration of Justice from the University of Hawaiʻi at Hilo. Harley is originally from Hanapēpē, Kauaʻi and enjoys spending time with her family, hiking, or at the beach.
